First of all, no one is perfect, therefore top rating is not likely unless exceptional.
Secondly, every trip should be evaluated individually. Therefore, no one company is going to be necessarily a good referral. But this company compared very favorably to other policies for this trip.
Finally, your actuaries should be able to calculate an additional charge to "insure the insurance". Globally you know the probability of a claim being filed. Therefore, an option should be added to your policies to allow for an extra premium to return the initial premium should a claim not be filed .
